After a fire....what are obligations of Landlord?

Fire on top floor here 24/Oct...there seems to have been no fire or smoke alarms, and hoses from standpipe in hallway didn't work! No emergency exit lighting either. Extensive smoke damage and wet hallway carpeting with debris left for over five days...some apts didn't have windows replaced for over two weeks, and some people still can't sleep in apts.

LL has not cleaned dust and dirt in hallway after carpet removal and piles of sheetrock are now obstructing area in front of elevators and beyond - approx 32 feet.
One passenger elevator taken out of service/other one frequently breaks down. Old, manually operated one, now put back into service with some "operators" having just learned how to, a half an hour before tenants getting into it.
What are tenants supposed to do under these conditions?
