I've repeated this so many times throughout this website, I thought it would be a mantra by now. Here goes:

Regarding the letters, they would be sent to the landlord. I apologize for not making that clear. If you have already contacted Housing & Development and got an inspector in who saw nothing, try again. The reasoning, maybe they'll send another inspector who CAN see. And it also creates a paper trail at H&D. This is important. Keep the paper trail going. If you have to go to court, you have to show your claim and that you tried to work with the landlord and alert the landlord to these issues (and receipt by Fed Ex or Certified Mail to the landlord and having copies of receipt of signatures are especially helpful to prove your point). Short of calling the media in, there is the website for Nolo Press (www.nolo.com) and perhaps they might have some answers there to your repair notification questions. OR better yet, why don't you contact an attorney? Taking pictures, sending copies of everything in your complaint to LL and Housing and Development, getting the tenants organized and cultivating better clearer communications with your landlord are some key components to start clearing up this situation.

Above all else, and this may sound trite, is to try to calm down and think rationally. The idea is that if you are polite and play by the game, then things will straighten themselves out, most likely in your favor. Stay on top of it and keep all correspondence/pics in a safety deposit box along with a copy of your lease. It's a good idea to check your lease as well, just to see if there's anything unusual in there. Hope this was clearer for you, Eagle. Godspeed.
