No heat or hot water

It's me again! Albany, NY, Late 1800's apartment, 5 in building, no written lease.
Got my 280 gallon oil tank TOTALLY filled on 12/28/00 (cost $170), Well turns
out it is now totally empty as of 1/18/00. We have been very careful about keeping
the heat at 55-60 during the day when we are at work & 60-65 at night. When we moved
in we were told that all the other apartments were running off gas heat, but not
from the LL himself. Does anyone think that our oil is being used in others
apartments? THis just seems ridiculous-as oil is "said" to be a more affordable
form of heating. What are the opinions on this matter? The other thing is that we
have no HOT water at all! Just cold water coming through the hot water pipes!
We CAN NOT live in this apartment in these conditions!! Any suggestions are welcome!
