Call the gas company -- they can check the building and tell you if in fact the oil/gas is only for you. They can also tell you if your meter is running excessively (maybe you have a leak?). You can also usually get a history of the usage for your apartment -- that might tell you something unless your apartment has been paying for everyone for years.

No hot water is a major violation -- there should be a special number to call with the city.
