Look around the place are there storm windows? is the place cold when you are seeing it? how about laying on the floor do you feel a draft? look at the moulding on the floor and where the wall meet, are there gaps? could be severe heat loss from drafts not to mention an easy way for rats and roaches to get in...

Electric heat......oh oh sky high bills....... do you have acess to the electic and gas meters? you can take you own readings every couple of days and figgure out to the nearest FEW DOLLARs how much your bill will be BEFORE you get it.
Is the apartment weird shaped or is the Air conditioner outlets seemingly placed under the wrong windows so you would have to buy 2 or 3 AC instead of ONE big one?

And as a last resort you could ask the electric company for their records.....I asked once in South carolina and they gave it to me the last years electic and gas amounts... never tried it here in new York
