security deposit and lease rider

I just finally got my former landlord to send out my security deposit check, months after I moved out at the end of the lease. Trouble is, they said the check was for $500 something, and really, considering that my deposit was for $650 and 2 years and 9 months have passed since then, I should be getting at least $700 if you include interest. So the woman at the landlord company said "Oh, there was probably a rider in your lease that said that if you are in the apartment for less than 3 years, you are required to pay for the apartment to be painted" which, to me, makes no sense and is legally questionable. What do you think? I have to look at the lease to see if said clause even exists, but if it does, is it legal?
