the law about deposits states that the LL can use a certain amount of it to repair the newly-vacated apartment. this is supposed to be above an beyond 'normal wear and tear', which is not supposed to affect the deposit. but since the guidelines are kind of vague, most LLs use it as an opportunity to suck up a lot of the deposit and make vague claims about all the damage their once-pristine apartment suffered. and while the law states (in new york anyway) that the interest accrued is supposed to be forked over as well, few people bother to pursue the point. in fact, i'd advise that you should consider yourself lucky the LL gave you back as much of the deposit as he did. many LLs try to stiff tenants outright for the whole amount.
