Ace's comment that "The hallways leading to your apartment are not part of your lease as they are outside your apartment and you are not paying for them," suggests that you can not complaint about conditions in a building outside of one's individual apartment. Not true. A tenant can properly complain about all sorts of conditions in public hallways, etc. To say otherwise would mean, for example, that a tenant could not complain about a broken front door to the building. Such breach of security is certainly something a tenant can complain about. If the public halls need painting etc that is a legitimate topic to complain about.
