Your thinking to compare security of a front door as opposed to a wall needing painting that's not within the apartment are two separate issues. Not painting a hallway outside the apt. is NOT a security issue.

In any case, my suggestions of checking their lease and contacting the landlord about the super's duties and getting clarification in general would be the proper way to go before just rattling off a list of what this tenant needs done. Sometimes one has to do some preliminary research before going into battle. . .

Not true. A tenant can properly complain about all sorts of conditions in public hallways, etc. To say otherwise would mean, for example, that a tenant could not complain about a broken front door to the building. Such breach of security is certainly something a tenant can complain about. If the public halls need painting etc that is a legitimate topic to complain about.
