Do we have to pay for a new fridge?

Hello, Our refrigerator is quickly deteriorating. The landlord sent a repair guy out, and he said that the model is old, adn poorly made, and there is nothing to be done except to replace it (unless of course i want to quit my job and stay home and defrost it full-time). The landlord told us that if they put a new fridge, it is a "capital improvement" and they will raise our rent to compensate ( only about 7-8 dollars, they said). Is this legal? We are rent stabilised, if that makes a difference. Thanks.
