Landlord collects rent under table - how to expose him?

I recently moved from an apartment I had rented a room in for 2 years. The landlord, who owns the apartment located in a Co-op, rents all 3 rooms in the apartment under the table. In addition, it is illegal in the co-op to rent apartments. Since moving, he has refused to give back my deposit. I have his signature on a statement saying I made the deposit and plan to sue in small claims court.

My question is, how can I expose him scummy ways to the city? Is there a specific office I should call or write? I have witnesses that will verify that he has rented the place illegally for years.

If it is under the table as you say chances are he is not declaring the income to the IRS.
That would be the only way to do something.
Mention the word AUDIT to him. This might make him listen a little more and he might even return your deposit without going to small claims court.
