'Personal use' evictions to empty building undergoing

Do any of the laws governing rent-stabilized apartments in New York City prevent a landlord from attempting to evict for "personal use" just to get a holdout tenant out of a building the landlord is in the process of "substantially rehabilitating"?

('Holdout tenant' meaning one who does not want to move, accept another apartment elsewhere or take a buyout.)
