Surcharges on Rent Bill...Mitchell Lama buyout building

Live in Mitchell lama building/ state supervised by DHCR..building bought out of Mitchell lama and will have new ownership in 2 months. Managemant claimed it received a late income affidavit 3 years ago and has tagged on a $1400 surcharge every month ever since. I protested it when it first appeared and never paid it. AND NOW 3 months ago he tagged on another bogus and unexplained fee of $700 !! I Dont own any rent money..QUESTION: can new landlord try to collect it ?? can surcharge prevent getting new lease from next owner ? Can I take current landlord to housing court to dispute it OR must it be disputed by DHCR. I called DHCR about the charges and they really want nothing to do with my problem because they will no longer be connected to the building after buyout. Any info appreciated.
