Appliances that come with apt...

My brother moved into a apt that has a store on ground level in queens, and the owner provided a stove but no frig..and said that he was only obligated to provide one appliance as per nyc law...
Question: does anyone have a link to this either residential/commerical ruling thru the housing or city council that backs him up..or is it fluff.
