Think small one-room studios or SRO's. No requirements for stoves, refrigerators, sinks, cabinets, etc., although in most apartments that is the custom.
However if an apartment does have a kitchen or kitchenette, there are any number of rules as to ventilation, fire protections and so on. For example, a kitchenette can exist in a one-room studio, but it must be protected on three sides by fire-resistant material. Usually that would mean some sort of alcove.
