Contact your town officials for any violations of the zoning laws or building code such as use of single family home as boarding house, rental to two or more families, renting in-law apt in basement of garage, etc.

You can report it to the town, but please keep in mind that most rentals that are not legal, are not legal for a reason. You may be put out.
