Stabilized apt in co-op building, no heat!

A friend of mine has been living in a stabilized apartment in an 80+ unit building for about 18 years. The building went co-op after he moved in.

The co-op owners look down their noses at the very few renting tenants left. Most of the shareholders/owners work during the day time and are not affected by the building's policy on heat.

It appears that the heat is turned off in the mid-morning and not put up again until evening time. Of course, if you're out working all day, you have no idea this is going on, however, if you are an older renter, you are freezing all day.

Are the rights the same for a stabilized tenant in a co-op building as they are for all rental buildings?

The same heat laws apply to all residential tenants in New York City -- rent controlled, rent stabilized, and unregulated -- in all buildings -- rental, co-op, and condo.
