I have not yet received a timely lease renewal. I wonder if the LL can just claim he sent it and I didn't respond? Any advice? Should I send him a letter telling him I haven't received it?

Any underlying difficulty with the LL?
I'd suggest a polite letter by certified mail, return receipt requested.
Keep in mind that I am a tenant. Not a lawyer!!!!!

If it went into court, I think it would be incumbent on the LL to prove that the lease was sent (ie he'd have to have a return receipt showing the right address, and that the item was either accepted or refused).

Offers of a renewal lease can be made by regular mail.
 
The landlord could have mailed the renewal offer and you didn't receive it. Or the landlord could be playing games and will claim that a renewal offer was mailed to you.
 
As Phil said, write to the landlord, and send your letter by certified mail, return receipt requested.
