last year, my landlord had replaced the door in my apartment becuase the door was literally falling apart....

at that time, the locksmith gave me the keys without giving my LL a copy...

well yesterday...i got a letter from my bastard LL and he said if i dont provide him a copy of the keys withing 48 hours, he was going to replace the door locks and charge me for the cost...is this legal?

Unfortunately, as I understand the law, he is entitled to a copy of your keys. So give it to him.
Evidently he is a stickler for the law. That is good.
After you have given him the keys, go through your house with a fine-tooth comb and let him know all the repairs that need to be done. If he does not do so within a reasonable period of time, get in the building department and be sure that violations are issued.
Don't forget the exterior of the building and the common areas.
Keep in mind that I am a tenant. Not a lawyer!!!!!
