I was at the Department of Buildings to ask about the C of O on an apartment, and one of the people who looked up the information for me said that I'm living in a "de facto SRO." When I went to the Housing Court to inquire about this, the woman I talked to rolled her eyes and said that people at the Dep. of Buildings only know law in theory but not in practice, and disagreed with him. Who is correct?

The C of O states "one (1) family " and yet there are four unrelated people living in the apartment, each in separate bedrooms. One of those four is a tenant of record and the others are not, they are licensees. There is an additional tenant of record who does not reside there.
