Are Tourist/SRO "hostel" contracts valid if corp.

If tourist hostel / SRO type places make the tourist visitors sign a contract and that corporate entity is no longer in business, is it fraud? What are the options of the people who stay there, or have stayed there in the past, if they sign away their liability rights in the contract, and if the hostel refuses to give them a copy of the agreement on top of that?
Does a Youth Hostel / SRO type of business need to be licensed by the DCA?
