First: you could speak to your other neighbors, get a more complete picture of her condition, could be they stopped complaining years ago, could be it doesn't bother them as much as it does you, could be she is not "unstable" and a danger to herself or to the building.
Second: if she is "old" and "unstable", not just "eccentric": does she have care-givers who visit on a regular basis? home-care providers, social service case-worker or even Meals-on-Wheels? you could speak with them. Get a couple of emergency phone numbers from these people or the Super or your neighbors.
Third: after you get more information, you could write a letter, preferably together with your neighbors, to your Landlord, mailed RRR, expressing your concerns for everybody's safety.
