What, if anything can be done to register a complaint about an old woman that yells and screams in the hallway, opens and slams her door during these fits. She is not mentally stable, and is unpredictable in her behavior. I told the Super who lives in the building, about her fit that woke me last night, and he seemed to know nothing about it, and that no one else had complained to him about her incident last night. This is in Manhattan in a rent controlled building, if that matters.
