Well it depends is the ad associated with the business downstairs? And is it attached to the building?

Then chances are not much can be done, now if has nothing to do with any business in the building, this could and i mean could be a way of harassing you since you pay such a low rent.

I would contact the local fire marshall and ask if this is a violation of fire codes, if it is attached to the fire escape.

: This is admittedly somewhat of a frivolous issue but anyways.My landlord has posted an advertisement panel on the fire escape in front of my window and it's obstructing my view of the street. I called him to complain and he got hostile and threatened to evict me. To be fair, I was hostile first and threatened to take the sign
