This could be pretty involved, but off the top - here are a few things that occurred to me:

Is the vehicle licensed and operable?
Does your lease prohibit unlicensed, inoperable vehicles to be parked in the area?

Does the complex have a list of rules whose compliance is required by lease? Is this problem addressed in the rules, if any?

Was a notice mailed to others that you may not have received or inadvertently discarded? (I recently tossed out a water bill because I thought it was "junk mail" not knowing that meter reading was subcontracted to a different company.

Was your car blocking an egress lane, access road, utility facility or emergency exit that is city code rather than a complex rule?
