SRO # Units Registered?

Was the space formerly occupied by SRO apartments in this building converted to another use, such as offices, stores or class A apartments?

Theoretically, the state multiple dwelling law bars collection of rent in buildings without a valid certificate of occupancy if health and safety are at risk. Also, building permits for construction to convert SRO's to another use are only supposed to be issued if the owner has demonstrated the space has not been vacated by harassment (a certificate of no harassment must be obtained.)

However, you probably wouldn't get very far in the courts if it's perceived as just a matter of paperwork. What else is going on at the building? Are there rent overcharges? Harassment? Poor maintenance? Signs of plans for construction that would displace tenants? If so, the lack of compliance with building laws you've indicated with the conflicting documents could become an issue.
