First off, all capital letters is the equavilant to yelling at a message board and considered rude.

It makes one wander how is it you came to become so desperate.

But otherwise, it seems you knew the apartment wasn't finished and you were, self admitedly, desperate. Perhaps you told the landlord that you would deal with the situation just to get the apartment. And perhaps now he is surprised you want to be compensated for the inconveniance when you were well aware of it. It also seems to me that an even worse situation would be if the landlord didn't complete the work and left you stuck in that way.

If you like the apartment pay the money. If you want to alienate the landlords try sueing them.
