It sounds as though the owner was founded in stopping the workers. I am sure they were attaching the equipment directly to the building. Your idea is a very good one. It is unlikely the installers would take the time to sink a small pole into a bucket of concrete though. It sounds like a do it yourselfer. As a contractor I am going to pass on your suggestion to clients. :-)
