No access to circuit breakers

One other issue. The basement containing the circuit breakers etc. is located next door in a doctor's clinic. We only have access to the circuit breakers during the clinic's hours of operation. Problem is, I work all day and ofentimes come home when the clinic is already closed. Add to that the clinic bizarre hours of operation, we end up with a situation in which we have frequently had to barge in our the cleaning people during the weekend to allow us access to our circuit breakers. Is this legal? I am beginning to get the feeling that much about our building is not "by the book."
