Answer the question in the box: how many units are in this building? does your landlord live in the building? Maybe you're supposed to have a super 24/7/365 who would have the key.

If not, insist on getting your wiring checked by a licensed electrician and insist on getting a key.

Why are the breakers breaking so often?
