Well, I am not a lawyer (which, alas, you seem to need) but you seem to be have received correct information.
A friend of mine had a similar situation -- worse, actually, because the guy went after him at one point. Can you believe it? It took a felony conviction to get the co-op board (the maniac was a renter in a co-op)to finally start eviction proceedings.
It seems to me that you and your fellow tenants are in serious and imminent danger of physical harm, and that your next step is to hire a lawyer and take appropriate steps to protect yourselves.
