First of all, how late is late? Let's be reasonable here. For example, by next-door renter neighbors play loud music well past midnight (to cover up their noisy sex), and the BOOM BOOM BOOM of the bass drives me crazy, even through earplugs, so I complained to them. So far they've stopped, but if it persists again, I would call the landlord too. There is no reason why there should be any disturbing noise during hours when people should be in bed sleeping.

I don't think by law that landlords are allowed to disclose the details of your tenancy. I believe that the only thing they're allowed to disclose to a potential landlord is whether you paid your rent on time. I'm not sure whether that's a written rule (I heard it somewhere), and of course I can't guarantee whether landlords know this rule and abide by it.
