section 8 LL request for photographs

I live in a project based section 8 building.
The LL wants all renants over the age of 18 to give permission to be photographed. Refusal to do so would make tenant inelligible for a key to the entrance of the building. They would have to sign in and sign out and show photo id to the security staff before they will be allowed to enter the building.
Know anything about the legality of this practice?
