Shared Meter in LL's Name?

I have a question about utilities payment in my apartment. In my lease it states "I understand and agree that I am responsible for payment on all utility charges on the property except: WATER AND SEWER". I was prepared to pay for gas and electric charges, but since signing the lease I've been told that all utilities for my building (3 units) are on one meter in the landlord's name. The lease contains no indication of what amount of utilities I am responsible for (the above quote is the only mention of utilities) and I feel uncomfortable estimating my charges considering there are multiple apts on the same bill some with more tenants than others.

Is my landlord required to install separate meters? I called the utility company but they said I can't ask for a shared meter ruling since I'm not the one whose name the account is in.
