I was wondering if it's legal in n.y for a landlord to renew a tenants lease every 3months instead of the mutually agreed 1year and request
additional rent when the building and apartment is crappy

No it's not legal unless both parties agree to terminate the existing lease prior to its expiration. The LL cannot unilaterally impose a new lease replacing the old one. If the unit is rent regulated, there are additional prohibitions.
