Trouble Understanding Stabilized Sublet Rule

Hello - Does the sentence below mean that I can only sublet every four years? If I sublet two years ago, do I have to wait two more years before I can sublet again?

The tenant may not sublet for more than two years within any
four year period (Real Property Law § 226-b; 9 NYCRR § 2525.6)
