NYC Affordable Housing Lottery and Rent Stabilization

So I'm curious how rent stabilization works for people who are awarded an apartment through Housing Connect / Housing Lottery. Is it basically that your rent goes up 0-2% or so before you renew your lease?

Also, how does an increase in salary impact it?

Sorry, these are basic questions but I'm new to the world of rent stabilization, specifically for the new Pacific Park lotteries.

Anybody out there have any experience with this?

You mean where they destroyed a neighborhood to put up fake affordable housing? This is the Atlantic Yards development by Forest City Ratner. Did you look at the web site for the development or for the lottery? What does it say?
