Landlord announces new windows to be installed...

My landlord posted notices on all apartments informing tenants that new windows would be installed in all apartments this week. Tenants had not requested this, and people want to know what their rights are; specifically, 1) do we have the right to refuse their installation, and 2) Is the landlord obliged to disclose if and how much the rent increase will be to the tenant prior to the window installation???

Can anyone here direct me to where I can have those questions answered?

Why are the windows being replaced? If it's an older building, they might be a violation, in which case you wouldn't be liable for a rent increase. Check the HPD website, http://www.nyc.gov/html/hpd/home.html, it should have a list showing the useful age of various items, for example replacing an older boiler is not an improvement, but a requirement. Also, check to see if your building has an violations relating to windows, that would explain why they are being replaced.
Not sure about refusing to have them replaced, honestly I don't think you can refuse to allow a building improvement. But, maybe someone else can answer that question.

Thanks for your reply. That's a great site. I can't find a list of the useful age of different items, but did learn that my building has several window-related violations against it. Do you have any information that would help me to find that list??? Thanks, again.

Glad it helped. Useful life is determined by DHCR and not HPD, the link for the document is http://www.dhcr.state.ny.us/ora/pubs/pdf/orao902.pdf, if you just want to check out the DHCR site it's, http://www.dhcr.state.ny.us
Windows range from 15 to 25 years depending upon type, so virtually any older building that's replacing windows can't claim it as an improvement.
