Electrical wiring a fire hazard?

Our apartment has two circuit breakers for the entire apartment. The refrigerator and one outlet in the kitchen are on one, and EVERYTHING else is on the other (5 room apartment). I can't imagine this is up to code, but I can't find any reference to what the electrical code is. We've mentioned it to the LL but he's told me that upgrading that would be our responsibility, and I'm skeptical. We're rent stabilized. Can we force him to do something about this? And if we do, is he entitled to an MCI increase?
