Hi! I recently rented a rent-stabilized apartment and after I signed the lease, I realized that the apartment does not have a phone jack. The management company told me that the landlord is not obligated to provide phone wiring or phone jacks in the apartments, and I thought I've heard something like that before. At the end, I decided to just got a cell phone, instead of footing the $250 installation fee from Verizon, but my friends are now telling me that I should have made the landlord pay for it and that telephone jack is considered a basic/essential service. Is that true?

Telephones may be a basic essential service but it's not the LL's responbsibility. Last time I had a phone line installed the phone company charged about $48 and was willing to spread it over 12 months. Normally they just bring the phone line to a single point, like under the window sill, and you're responsible for anything beyond that, such as lines, telephones, and anawering machines.
