if you're rent stabilized or rent controlled file with DHCR "Owners Failure to Offer Renewal Lease"
A verbal offer of another apartment is worthless and as far as your're concerned, that offer never happened. What reason in writing did LL give for not renewing the lease, when did you receive it and when does the lease end?

Sorry, the day you received the letter from the LL stating that the reason for not renewing the lease is bc he offered another apartment is the first you ever heard of an offer for another apartment, and that letter does not constitute an offer for another apartment. Also, not a valid reason for refusing to renew the lease, if you're rent regulated.
An offer for another apartment must be, at some point,put in writing, stating the address, the apartment and the rent to be paid for it to be considered an offer.

LL is a sleaze

The rules for not renewing leases for owner occupancy are contained in section 2524.4 of the Rent Stabilization Code.

An owner can seek to occupy more than one unit, but if there are multiple owners of a building, then only one of the owners is entitled to use this provision.

You should carefully review the rules because some tenants are entitled to relocation to a comparable unit.
