Cracking paint

I am living in my apartment unit for four years. Since it has never been painted, my paint on the wall started to crack. Can I have my LL repaint my wall, although my LL bought the apartment about two years and half ago?

The Multiple Dwelling Law and the Housing Maintenance Code require a landlord to paint every three years.  
 
The landlord might have to paint more frequently if that was the practice on the base date for rent control or rent stabilzation.
 
The fact that your landlord has owned your apartment for less than three years, or even the fact that some paint is cracking, is irrelevant. The landlord is still required to paint the entire apartment.
