Could my apt still be rent stabilized? Was RS at $3350.

My 2 bedroom was rent stabilized until 2001 when a high rent vacancy made it permanently exempt. The last rent was $1260, which is very weird. The Market Rate Threshold was $2000 then, making the 20% increase $254.

It was PE until 2016 when it became rent-stabilized again until the tenants left in 2019. They were paying $3350. High rent vacancy destabilized it again, which is again weird because the Market Rate Threshold was $2800 and some dollars then.

Does this look weird, like maybe it should still be stabilized? I am very confused as to why it was destabilized for so many years, then it became stabilized again at a rent cost that is about $500 over the Market Rate Threshold.

Not enough information. "They left" ... who are they?
When did you move in? Put together a timeline, who lived there and when and other events. Be specific. What was the rent demanded and rent paid? Are there leases? Registrations? Court and DHCR decisions? Get a DHCR rent history going back to 1984.
