For a scheduled shut down of elevator service lasting weeks/months for purposes of replacement/refurbishment of an old device, would this be a cause to apply for a rent reduction from DHCR, or alternatively to request a voluntary one from the LL (to save both parties from the effort & paperwork in going through the DHCR)?

If so, for purposes of negotiation what's the typical reduction amount/percentage for this sort of service reduction?

This will likely turn into a MCI. But while the elevator is out-of-service, theoretically you should get a temporary reduction in rent. Problem is DHCR will most likely not see it that way. DHCR can take years to make a decision, so by the time they get around to issuing a decision, you will probably have a new elevator.

Plus consider that rent reductions are based on the rent being reduced to the prior RGB rent. With the last few years having zero or very little rent increases, the reduction might not be a lot.

Yes it would makes sense for a voluntary freeze from the LL. Good luck with that.
