Service Reduction in RS apartment and 20% Vacancy charge

If I moved into a rent stabilized apartment and the last recorded rent was $1419.61 my rent is $2000, however when I moved into he apartment there was no gas for 1.5 years (I never had gas when I moved in for a period of 1.5 years). Was the landlord allowed to charge the 20% vacancy increase from the last tenant who paid $1419.19?
