soundproofing floors in new renovation

The apartment above me is being renovated. So far, they've installed new subflooring, which lacks any insulation and acts like a giant drum. I can hear not only construction noise, but voices, the radio, etc.

I'm afraid it won't be much better when they install the final flooring. NYC Building Code is vague, requiring only that projects provide "minimum protection" from noise (see below):

ARTICLE 9 NOISE CONTROL IN MULTIPLE
DWELLINGS
§[C26-1208.1] 27-768 Requirements. -Interior walls,
partitions, floor-ceiling constructions, and mechanical
equipment in spaces or buildings of occupancy group J-2
shall be designed and constructed in accordance with the
requirements of this subchapter, to provide minimum
protection for each dwelling unit from extraneous noises
emanating from other dwelling units and from mechanical
equipment.

Is there anything I can do to make them put in insulation now, while they still have the chance?
