Because I was very ill, i sent in my rent stabilized lease renewal form via regular mail. usually i sent it certified/return receipt, but since i was housebound, and i had my neighbor mail via regular mail when went out to walk his pet. It was mailed over 2 weeks ago, and apparently my LL has yet to receive it. Now i'm concerned that maybe my neighbor dropped one of my envelopes(perhaps the one with my lease renewal form in it by accident enroute to the mailbox). My scanner was not working and i had no ink my printer to make a copy, but i did take a digital photo of it with my digital camera. I wondering, if the my lease somehow got lost-like if my neighbor dropped it by accident, am i royally screwed?

Send the LL a cert letter RRR telling him that you sent the copy that you had, tell him it's your intention to renew and ask him to send you a second copy that you will fill out and return. The courts are filled with cases where tenants were late in returning leases and their rights are upheld.
