If you live on the west side of Manhattan, from Soho up to 55th Street,
tomorrow there's a special election to fill the vacant seat left by Tom
Duane. Four candidates are running, but only one is a credible
pro-tenant candidate. If you live in Clinton/Hell's Kitchen, Chelsea,
the West Village or Soho (and a few points east), we strongly urge you
to vote tommorow for Christine Quinn.
If you live outside the district, please call your friends that do live in
the district and urge them to vote.

There's so much we would have liked to have sent you over the last few
weeks about the candidates for the City Council Special Election, but
things do fall through the cracks.
Some of you may be grateful we didn't, and after the barrage of mail that
many have received, and all the phone calls urging you to vote for one
candidate or another, you may deserve a breather. But heck, we have a few
things to say.
Most of what we might of sent you is on the web page, so for those
diehards, go to http://hellskitchen.net and read up. For those who want a
quick answer, here it is:
Vote for Christine Quinn in tomorrow's special election.
Christopher Lynn is the landlord/developer candidate. Lynn never understood
what the word "constituent" means. He's bought and paid for by real estate.
And similarly, Carlos Manzano is the machine candidate that sold out the
Clinton/Hell's Kitchen neighborhood so his club could benefit. He and
McManus made a deal to allow skyscrapers in Clinton and Giuliani would help
them in getting control of a piece of the Clinton Urban Renewal Area. Read
the September 2, 1998 issue of the Village Voice for details (it's on the
web site).
Aubrey Lees is, in this writer's opinion, a nice lady who is more on the
right side of the issues than not, but lacks the vision and experience this
district needs.
Of all the candidates, Christine Quinn represent the best interests of the
neighborhood and has the best experience to represent the people who live
here and the small businesses that want to stay here.
We urge you to vote tomorrow for Christine Quinn!

Compare for yourself
ON SKYSCRAPERS AND OVERDEVELOPMENT
Quinn:
--took time off from work to help Clinton/Hell’s Kitchen fight the plan for
skyscrapers.
--helped organize neighbors at City Hall and she set-up meetings with
members of the Land Use Committee.
--showed she cared about the Clinton neighborhood and was a powerful
advocate at City Hall.
Manzano:
--said he was too busy to go to City Hall or do anything to protect the
neighborhood.
--made a backroom deal with Rudy Giuliani–he would stay quiet, allow
skyscrapers and Giuliani would help the McManus Club.
--cares more about his club than the neighborhood.
Lynn:
-took a lot of money from landlords and developers who hope to cash in on
redeveloping Clinton.
ON TENANT PROTECTIONS & HOUSING
Quinn:
--is a a long-time real tenant advocate and is not taking money from large
landlords or developers.
--Tenant advocates all around town are supporting Christine Quinn.
--She ran the Housing Justice Campaign
Manzano:
--supports Rudy Giuliani, Council Speaker Peter Vallone and Borough
President Fields–three politicians who approved the rezoning and who want
to see more luxury housing in Clinton at the expense of Clinton’s low- and
moderate-income residents.
--has no known tenant credentials
Lynn:
--Lynn said, “there’s no need for low-income housing in Clinton” and has a
plan to bring in luxury developers.
--Lynn took money from the landlord lobby group (RSA), landlord supporter
Antonio Pagan and developers Don Capoccia (who bulldozed community gardens)
and Abe Hirshfeld. Lynn is with and for landlords.
ON NEIGHBORHOOD CHARACTER & QUALITY OF LIFE
Quinn:
--is working hard to stop Clinton from becoming Time Square’s dumping ground.
--she worked with former City Councilman Duane on a plan to limit tourist
busses on Clinton’s side streets.
--she supports redrawing police precinct lines so all blocks can get
effective police coverage.
Manzano:
--endorsed by politicians who handed the neighborhood over to developers.
Takes money from those who benefit from the 8th Avenue rezoning, the
tearing down of Theater Row and from the company placing large phone booths
on Clinton’s streets.
Lynn:
--tells community groups he doesn’t want their input. He took money from
people who clog streets with tour busses and from Chelsea Piers which is
planning tourist sea planes over the city.
--Lynn is pandering to local groups using his connections to City Hall in
exchange for votes. He makes many promises that no one can keep.
THERE’S A HUGE DIFFERENCE BETWEEN CANDIDATES. YOUR HOME AND NEIGHBORHOOD IS

Christine Quinn fought against skyscrapers on 8th Avenue, for the Leo House
tenants, against notorious landlords Sigmund & Iveli. She ran the Housing
Justice Campaign and helped found the Chelsea United for Tenants Rights. No
other candidate can say that. City-wide tenant activists know this. Tell

DEAR NEIGHBOR LETTER

Dear Neighbor:
We're your neighbors in Hell's Kitchen, and like you we care about the
future of the neighborhood. We share your concerns about drug dealing,
prostitution and rent and housing protections. We don't want our
neighborhood destroyed by skyscrapers, tourist traffic or a stadium.
We've compared the candidates for the Special Election for City
Council this Tuesday, February 6. One of them stands out as the most
experienced and qualified to represent us on the City Council. That
person is Christine Quinn.
Other candidates have done good things for individuals on a small
scale, and Christine Quinn has done those things, too. But she's also
run major organizations that influence the safety and well-being of
thousands of our neighbors. Others don't possess Christine's proven
leadership.
Moreover, Christine Quinn has a vision for our neighborhood which
others don!t convey. In public forums, only Christine talked about
dragging City Council members to Hell's Kitchen to see that ours is a
true neighborhood, not Times Square's dumping ground. Only Christine
Quinn wants to redraw police precincts so the perimeter our district
stops getting lost in the shuffle between two districts.
Christine has never cut back-room deals with pro-landlord,
pro-development factions. Other candidates cannot honestly say that.
Instead, Christine fought against two of the worst landlords in the
city and against the guys bulldozing gardens. (These guys support
another candidate.) She fought for housing protections for seniors.
While the media reported that one candidate formerly defended crack
dealers, Christine instead worked with crime victims and the police
(the Police Benevolent Association endorses her). Christine is a
progressive, pro-choice candidate that the National Organization of
Women/NYC endorses. Other candidates can't say that either.
Christine stood up for our neighborhood when the others didn't, even
when it put her at odds with the powers in City Hall. When the Mayor
and Speaker said "let's put skyscrapers in Hell's Kitchen", other
candidates were afraid to stick their necks out and said they were
"too busy" to fight, or worse, made deals with Rudy Giuliani to keep
quiet.
You know what Christine Quinn did? She took three vacation days from
her job. She went to City Hall and exerted her leadership. She
organized hundreds of us who were there to protest. She strategized
with other city council members. Having served as Tom Duane's Chief of
Staff for five years, she knew how to apply pressure in City Hall.
Christine knew that rezoning Clinton would destroy our neighborhood,
and she was damned if she was going to sit back and stay silent.
That's the kind of moxie and intelligence she will use to continue to
fight to keep rent control and gardens and Mom and Pop businesses in
our lives, and Rudy's sports stadium out.
Our neighborhood gets short shrift from the city. Given the current
development craze and administration, this isn't the time to elect
someone who's still learning the ropes. We need someone who's been in
the trenches and is three steps ahead of the game. That's Christine
Quinn. Before you vote, please honestly ask yourself "Who really is
the most experienced and forceful candidate to represent me? Who's the
best?" We've compared candidates. Christine Quinn is the best -- by
far. That's why we're voting for her. We hope you will decide to as
well.

Subject: Quinn wins westside Council race
CHRISTINE QUINN WINS CITY COUNCIL RACE
IN MANHATTAN'S THIRD DISTRICT.
Preliminary numbers, not yet certified by the
Board of Elections, indicate Quinn garnered 57%
of the vote over the entire district. Some news
outlet, however, report she received 53%.
Giuliani/landlord candidate Christopher Lynn came
in last with about 10% of the vote.
Machine candidate Carlos Manzano, part of the McManus
'Republican' Club, which supposedly 'owned' the Clinton
Hell's Kitchen neighborhood, and who made a deal with
Giuliani last year to allow skyscrapers in the neighborhood,
lost his own turf with 39.5% compared to Quinn's 47.2%
and only received about 19% in the entire district.
