Call Queens League of United Tenants at 718-261-8015 ext. 6Ask for Florence, but others may be able to help. You probablyhave recourse with Con Ed and housing court, and it's possible,if there's no Certificate of Occupancy,, you can stop payingrent until they get one, but as a month-to-month tenant, youmight not be able to stop them from raising the rent - unlessyou wish to refuse to do so and claim retaliation.
