I've gotten some information from the appeals clerk and from some transcribers. The transcript is not required to file the Notice of Appeal but is for 'perfecting' the appeal. The cost per page starts at $3.00; to estimate the number of pages I need the digital count, which should be available from the court clerk. Ballpark is 50-70 pages per hour or $1500-$2100.

New question: I could not find any rules or guidelines concerning what income level and/or bank account level qualifies for 'poor person' status: any ideas where to look or what is average?
